School Justice & Empowerment Registration
The Ministry of Social Justice & Empowerment (MSJE), Government of India,
provides support, recognition, and financial grants to NGOs and institutions working for the welfare of:
- Scheduled Castes (SC)
- Other Backward Classes (OBC)
- Economically Backward Classes (EBC)
- De-notified & Nomadic Tribes
- Persons with Disabilities (PwD / Divyangjan)
- Senior Citizens
- Drug Rehabilitation & De-Addiction
- Socially disadvantaged groups
To apply for government schemes, an NGO or institution must complete Social Justice & Empowerment (MSJE) Registration
1. Purpose of MSJE Registration
MSJE registration allows NGOs to:
- Apply for Central Government grants
- Run hostels, special schools, coaching centres
- Receive funding for SC/ST/OBC welfare programs
- Run drug rehabilitation centres (IRCAs)
- Provide rehabilitation services for disabled persons
- Apply for post-matric & pre-matric scholarships
- Work under senior citizen welfare schemes
- Receive grants for skill development and community-based projects
2. Who Can Apply?
These organisations are eligible:
- Registered NGOs / VO / NPO
- Trusts
- Societies
- Section 8 Companies
- Special Schools for Disabled Children
- Drug De-Addiction & Rehabilitation Centres
- Schools/Hostels for SC/ST/OBC students
- Old age homes, half-way homes
- Community-based rehabilitation centres
3. Prerequisite: NITI Aayog (NGO Darpan) Registration
MSJE does not consider any NGO unless it is registered on:
NGO Darpan Portal.
You must have:
- NITI Aayog UID
- Updated profile
- Governing body details
- Uploaded activities

- Utilization Certificate (for old grants)
C. Project / Scheme Documents
- Project proposal
- Infrastructure proof (photos, building plan, rent/ownership)
- Staff list with qualifications
- Beneficiary list
- Certification (Fire, Sanitation, Health etc. — for schools/hostels)
5. Types of MSJE Registrations (Scheme Wise)
MSJE covers multiple registrations under different welfare schemes aimed at
uplifting socially and economically disadvantaged groups.
1. SC Welfare Schemes
- Pre-Matric & Post-Matric Scholarships
- Hostels for SC boys & girls
- Support to schools working for SC students
2. OBC / EBC Welfare Schemes
- Educational upliftment programs
- OBC hostels
- Skill development programs for OBC youth
3. Divyangjan (PwD) Registration
Under the Department of Empowerment of Persons with Disabilities (DEPwD):
- Registration of special schools for children with disabilities
- Registration of rehabilitation service centres
- Grants for assistive devices and aids
4. Drug Rehabilitation (IRCA) Registration
Under the National Action Plan for Drug Demand Reduction:
- Integrated Rehabilitation Centres for Addicts (IRCA)
- Drop-in centres
- Outreach and awareness programs
5. Senior Citizen Welfare Registration
Under the National Action Plan for Senior Citizens:
- Old age homes
- Day-care centres for senior citizens

6. Registration Process (Step-by-Step)
Step 1: Register on NGO Darpan (NITI Aayog)
- Obtain UID
- Update institution profile
Step 2: Identify MSJE Scheme
Choose the scheme depending on your institution's work:
- SC / ST Welfare
- OBC Welfare
- Disabled Welfare
- Drug Rehabilitation
- Senior Citizen Support
Step 3: Prepare Documents
Collect:
- Registration documents
- Activity report
- Financial audit
- Project proposal
Step 4: Apply on the Respective MSJE Portal
Each scheme has its own portal, such as:

Step 5: Upload Documents
Include:
- PAN
- Registration certificate

Step 6: District-Level Inspection
District Social Welfare Officer (DSWO) visits:

Step 7: Approval by Ministry
After successful verification, approval is granted and the NGO receives:
